Isn't the issue that the normal AR is over-powered now due to the lack of any kind of recoil? The Breach is supposed to be good for good aiming during sustained fire while the normal AR is more uncontrollable, hence the lower DPS.

Going 5/5 on sniper skills before anything else is not really that good, get some of the important dropsuit skills to get better tank, fitting, etc, once you get up to the good cheap-ish sniper rifle.
