If I remember correctly (perhaps I'm interpreting it wrong anyway) on your stamina bar, there are little tic marks about every 25% or so - I've found that if I can't jump due to lack of stamina, if I let the bar refill to the first tic mark (~25%)...

I've found I'm almost as productive in lower tier gear than the higher end stuff. My "best" fitting right now is a mid-level suit, higher shields and low level gun. This gives me the advantage of saving up some isk for vehicles.
