I've seen more of them recently for some reason, I didnt like the laser rifle when I tried it but I find myself being impressed by the DPS whenever I'm running across a road and get randomly punched in the face by one.

Armour Rep is more orientated to defense with its small yet constant regen and Shielding is more suited to offense, large bursts between sharp fights. It's a Rabbit Vs Hare sort of trade of, just depends more how you play.
