I'm hoping it'll something closer to doing construction jobs in Arma 2 or something. Manufacture say materials for a road or have robots that do the work after it's been requested. Could have trenches and berms among other things constructed.

He's pulling your leg. There is no way to shut off passive sp. And if there was CCP may or may not cap the amount per day as active. Would be hard to tell. Figuring in the 1sp/per 4 sec.
