The better way to do it would be drop the racial name from the current skills ... ie. Caldari Assault Dropsuit becomes Assault Dropsuit. Then the Assault Dropsuit skill unlocks the racial variant skills at different levels, so level 1 would unloc...

Deducting wp isnt the way to do it ... just directly deduct 10sp per 1 hp of team damage inflicted ! When you get down to zero available points you start losing levels of random skills.

It was coded a few builds back to reward sp and isk accrued up to the point of disconnection ... in my experience it wasn't immediate, there was a delay and sitting there looking at your wallet wouldn't update it either. I dont know how foolproof...

Also it doesnt actually state how boosters will affect this soft cap ... but we can fairly safely assume an active booster would give you a soft cap of 1500 instead of 1000 which is more than enough reward whether you make 1501wp in a match or 300...
