Managing overheat is one of the most hard to do things in the game. It takes skill. So doing what you said would heavily reduce skill, and buff already great weapons like the scrambler rifle.

I believe a a king of the hill time mode would be good. Like for example lets say theres an area, and whoever has more guys in that area would have the null cannon, no hacking just have more guys in the big circle area.
