It needs to be quite a bit slower than standard ARs. That's all I know. The RoF also needs a hard cap not a soft cap.

The ones that appear in quotations are aurum variants and are exactly the same as the ISk versions only difference is that you can get access to the higher versions early if you spend the aurum.

That 10% increase was just giving us back the bonus from Weaponry Level V. While I agree the Tac Rifle is quite strong the full auto ARs needed that 10%. But even still, Tac Rifles are hardly as big a problem as everyone is making them out to be. ...
