I keep hearing how FW in EVE is different. Something along the lines that you have to "sign up" for it or something like that? I heard its a bit stricter and not as loose as it is in Dust.

Just my two isk, but Caldari needs those shield bonuses back. It just fits perfectly. The RR bonus is forgettable. Cal players need those shield bonuses out in the field. A reload bonus isn't something to moonwalk to.
