I heard that they originally deved dust in Carbon, so that is what I think would be the obvious choice. Plus CCP has experience in working with carbon, so less chance for hiccups and bugs.

Lower the fitting stays to a normal plate. Ferros too. They already have up quite a bit to have no penalty, or a dual purpose. Bam. Nothing more.
