Match building is a symptom, not a problem. The real problem, IMO, is lack of players. Said a bit differently, it's easy to build matches when you've got 10,000 players, and quite a bit harder with 1,000.

You don't see them much any more, with the cloak not nearly as useful and assaults better in most every way. That said, when I see them, they're speed tanked with shotguns and REs.

I think the real answer is to punish those who leave matches rather than figure out a way to fill up or speed up matches that people have chosen to quit leaving their team shorthanded. IMO, of course. :)
