And what if I run the Amarr Scout (or a Min or a Gal Scout with ferroscale) and do the same thing? Try it & see. The key is speed (along with 350+ shields) not some made up problem with the Cal Scout hitbox. Take away the perceived "crutch"...

Their hitbox is just fine. Your aiming, apparently, is not. If you can't keep up with a fast strafing suit (hint:it's not just cal scout), use a weapon with a faster fire rate and/or learn to aim better.

This is a good idea. I agree, wholeheartedly, that the real problem with scouts isn't necessarily they can evade all scans or see everyone, but rather they can do so while tanking significant HP. Your proposal would solve this rather nicely.
