I've come across that problem with swarm launchers. I press the button to fire after "reloading" (the animation where the launcher loads the next missile into the launch tube), and either no missiles come out or the locking reticle doesn't show up...

@Gallas It's a lot more likely that they'll have transported materials for terraforming and basic survivability first. It will have been a lot more cost effective to bring materials through rather than start producing them on the colonised planet...
