Otherwise same as a basic light
Role bonus: 2% sidearm damage per level
Racial bonuses: Amarr: 5% reduction reduction in PG/CPU of Amarr racial knife...

Make them useful, or jut remove them. If you remove them, make the basic frame skill unlock the specializations, and make specialization skills just give bonuses instead of unlocking.
