Scrambler Rifle is fine. It was designed to melt the shield loving Minmatar. The CR was designed around the fact that Amarr was dual tank. Now that they are not, the CR is good against everything and feels OP because it's still too god damn fast...

I know your pain. I gave up on trying to get CCP to fix it via threads and posts. Also, it's not your imagination that it got worse. It actually did. There's a delayed fire glitch, now and phantom shots seem to be more numerous than before.
