Thing about snipers is.... they take no skill at all. I would know I've gotten tons of kills off the militia one, just rushing around, aiming in, and sniping headshots while crouched. No recoil, no sway when crouched, no distance drop. Way too easy.

Limited turn speed and overall slowness make it a balanced yet viable solution. If they fix the glitch-iness. It seems unbalanced on paper, but the most it helps with is sniping, and that's only for more precision.
