Scouts desperately need a passive cloaking feature. You can't see them unless they are hit, shooting, or sprinting. Basically, the cloak would work with shields. The smaller the shield delay is, the faster you can get back to being cloaked again....

Gallente logis can have up to 900 armor with the update. Will they be slow? Absolutely. Will they still have a small body and be faster than a heavy with much more high slots and equipment? Yes, sadly.
