I'm in favor of a stamina-only penalty. The armor plates aren't heavy, but they're uncomfortable to run in. How about this: 15% penalty for basic, 20% for enhanced and 30% for complex.

Since the DS is supposed to be a transport, why not give the pilot 20% of all WP gained by dropped mercs for 1 minute after they land? It'd encourage them to be useful. Plus, WP for CRU spawning is great, but it should have a cap.
