I shot at a militia Soma with advanced swarms and shot at it as fast as possible until my ammo ran out (started with max ammo). The tank was AFK and by the time I ran out of ammo it had 75% of its armor left. -_-

Asides from your personal connection it also has to do with your relation to the closest CCP Server. In my experience it seems that most people in the Eastern US (and Canada) tend to have bad connections to the Dust servers. I don't know why.
