Along with desynch bugs, the MD was nerfed to the ground, and will probably stay that way since someone got butthurt over an in house game. Just use dual flaylocks until those get nerfed as well.

I've seen people shield tank Gallente suits and pull it off, so Amarr shouldn't have an issue, despite having one less low slot. You get more CPU/PG, so that could lead to some more fitting flexibility.

PS2 is Dust 514 with less depth, more grinding and more censorship on the forums. The only advantage it has over Dust 514 is slightly less lag and larger battles- but they're nothing but an over sized TDM blob fest.
