Direct hit damage does X damage, if you miss and hit the ground a X radius with Y damage is applied. Unless shot twice you cannot get hit by both direct and splash damage as it only applies to the projectile hitting the ground.

3x SP feels how the game should actually be when it comes to SP gains, I actually got off my ass in the MCC and played because if I play I get 24-30K SP, if I dont I get 12-16K, that feels worth it.
