My solution is usually to move around sniping in a Scout suit, picking off targets and Drop Uplinks so that the team has less enemies to deal with. After slowing the enemy down, I hack the unoccupied objectives.

The Swarm Launcher's splash damage is 19HP per missile. Meaning that the splash damage per volley looks like this (76/95/114). Considering how that's less than the PLC, I think the splash damage doesn't need adjusting. Good idea otherwise.
