I'd recommend speccing into a Madrugar tbh. It'll be a while before Amarrian HAVs show I think and in the meantime the Madrugar is an excellent choice - put on hardeners, a plate, and a heavy repper and you're set.

Stick with the lower EHP, higher speed one. I suspect you're also using lower tiered plates to achieve that result, so that option also gives you an added bonus of some fitting resources.
