Sounds like a small (blaster/rail/missile) turret. Currently we only have large turrets, and are not player deployable. Whenever CCP decides to implement player deployable installations we could see stuff like this.

I don't understand why they just don't slap some inertia dampeners on them vehicles and drop them from orbit. Then they wouldn't have to pay that drunk RDV pilot. Anyways, +1 this should happen.
