There are actually a lot of problems with passive scanning. some terrain still blocks it. Active scanners can scan through "static mesh" parts of the terrain and surface installations, but passive scanning can only go through surface installations...

Also just noticed that it was DJINN Marauder's creation. Honestly, the precision enhancer is being wasted. it gets you down to 28.8, not enough of a difference from 36 unless you are targeting the new-scouts that don't know what they are doing.
