My guess is if you've been scanned and then turn on the cloak and get below the scanner's precision, you'll still be scanned and show up on radar for the scan's duration, but you won't be blinking like a light-bulb off radar.

Let's be real, people with 30 million SP already have at least a couple fits optimized completely or extremely close. What a respec would do is allow people in the 5 million - 10 million range the chance to get a fit close to a competitive level.
