you say you implemented stacking penalties well apparantly instead of giving penalties to stacking them you gave them a bonus because with 2 on any suit you get a 1.21 dmg bonus with 3 it becomes 1.33 dmg bonus and with 4 yes 4 you get 1.46 dmg bonus

i think REs if you have a teammate(squadmate) who has them loaded in their load out any RE you place should also be accessed by them to use to detonate but they have to be looking at its direction to set it off and the delay would be a bit longer ...

you are all forgetting the fact that Dmg mods particularly comlpex damage mod stacking is the real problem... until it is fixed the weapons would not be able to get a proper evaluation in terms of what needs to be nerfed/buffed

the skills for laser rifles are also broken as in they don't even do what they say... no reduced heat build up.. no reduced cool down on overheat.... and i've killed myself a few times with them better than them getting 50 maybe 60wp for the kill
