So, in a move that borders on crazy stalker creepy, I decided to peruse Linked In for information about what CCP Shanghai could be working on since CCP is all dead silent and everything. If you dig deep enough, you get a few hints.
For instance, word of an unannounced UE4 project.
Now, most of the information gathered is regarding a handful of devs leaving between October 2014 and February 2015 to start up a new company called Directive Games, few others moved to other companies. Lot of the art team, and even CCP Praetorian went over there. But, taking a look at some of the descriptions of past work these guys did for CCP, offers a few clues.
Ziqin Qu, a Gameplay Engineer, put this under the description: "Work on Vehicle simulation, particle system, physics engine, PhysX related area for EVE Legion and DUST 514. Focus on UE4 gameplay for new prototype."
Now, obviously, we know that Legion was going to be on Unreal Engine 3 because, as one of the devs stated, it was the more familiar format. The only product known to be using the Unreal Engine 4 under CCP was Valkyrie but that is primarily being worked on by the development team in New Castle. So, if it wasn't Legion... and Valkyrie is on the UE4 but being made by a different studio... What gives?
There is more evidence.
Zhen Ming Liu, Gameplay Engineer, left back in September. Here's what he put on his description of work for CCP: "Working on project Dust 514 and EVE Legion. Implement game play logic including Player behavior, New game mode, Special effect, and Data log on battle server side. Prototyping new game concept with UE4."
Again, we got the same story. If Eve Legion was going to use UE4, then why not just say that? That isn't the case, because it is an entirely new game concept using UE4 - a different subject matter. So, even if Legion is dead, they're working on -something- using current gen tech.
Trout Zhang, Game Programmer Generalist who is still with CCP today, offers the best hinting. Here's what he put:
"UE3 gameplay for unannounced title in 2014. UE4 gameplay, project & continous integration pipeline setup, for another unannounced title from 2015."
That right there offers the absolute best evidence that the project is new, considering that it is from 2015. Project Legion was announced back in 2014, so to say it is a "unannounced title from 2015" would be, well, incorrect. At least, that is my assumption.
So, take from it what you will, but maybe there is still some hope that we'll get a port? Maybe the 'new project' is some mobile application that is completely unrelated to Dust 514 that als just happens to use UE4, like Angels In The Sky. Who knows, but it is a glimmer of hope, if anything.

If that post is any indication than the new project is (at least starting) with iOS. But, yanno, amateur detective here, take what I say with a grain of salt.

Probably the best bet, honestly, considering it says it'd be for the Galaxy S6 which is like, one of the only devices even compatible for UE4 lol.
Kind of disappointing really.

A step into mobile could be a good step for CCP. I'd be curious how they could adapt a crowd sciences system to it in addition to other existing portal assets like the hacking minigame in EVE.

Probably Nemesis is my bet.
Which should worry you anyway. When people found out that Legion was going to be a completely separate game (but still transition 'everything applicable'? What? Huh?), there was an immediate realization that DUST was screwed as attention was going to be split between Legion and DUST. Nemesis is doing that again. Either way, how insane/stupid is CCP's marketing/budget team to go "you know who should totally handle a new, unreleased project? The guys already working on a new, unreleased project."
This is going to be a digression: CCP, Rattai, Rouge, Hilmar, anyone reading this. I want you to understand something.
This is the kind of stuff that we have gone to in order to get any kind of information about this game or any possibility of transition. We look into your people on Linkedin, find even the smallest bit of potential information, and swing wild with possibilities. Read these posts. They aren't negative, not really. These are people that are all steeped deep into your game, true fans. We all want to know if this game will continue on to be what it was meant to be. I'm sorry if that is being demanding but you guys announced it a year ago saying "we cannot make DUST 514 as we wanted it unless it is on PC." No, I am not talking about "when are we going to PC?!" or "PC MASTER RACE!" or "PS4 LI4E!" because it isn't necessary. You, CCP, said "we have to do something big." A year later, there is almost no mention of that big.
Not Jadek Menaheim posts that, Page 51, and we all realize what this could mean. "We have our big! We finally got it!" We even had some fun doing a Forum Game getting to 10 pages to see the footage. This is the dedication and fun your players have with your game.
What was the footage we were after? 4 seconds. We were happy for those 4 seconds. Beyond that, we have Aeon Amadi going even further for the HD quality.
We all really, really care about your game. We want to see it improved, no matter what that is. We want to know if that big will ever happen. All of this is not because of the angry "you done f'ed it up!" or bitter resentment, at least not most of it.
It is done because we really do care and want to know what is going to happen with a game that many of us bought PS3's just to play. We continue to play on systems that are old enough to start being introduced to simple algebra (Fourth grade) because we like your game.
I don't expect this to even matter but you have to understand how much we like your product and want to see it press forward. I am one of those people that just goes "you done f'ed it up!", my signature is my exact reaction to the DUST 514 Keynote though paraphrased from boogie2988's 'Francis'; I still find time to care enough about your game to go to EVE Vegas every year despite not having played EVE in since 2010. Aeon Amadi is, well, just look at this thread. Dennie continues to run DUST Uni, goes to FanFest cosplaying as a DUST merc despite him knowing 100% that DUST was going to have zero, zilch presence at the show. Soraya Xel opens up in support of DUST and willingly becomes a point of fun laughter. I don't even need to mention what Jadek has done...
Hell, we care so much as to give really well thought out ideas on how to be able to get more out of the game based on the dated hardware it is on.
Seriously, this is your player base, your customers. The ups and downs this game has gone through and you still have that loyalty. Just please don't think that we "don't need to know anything" or that the complete lack of information has not caused us personal strife.

Ok.
Nemesis runs on UE4.
As to it taking away time from x project, slowing y project and just buggering up z project altogether I will say this once again so apologies to those who've heard this before.
At Fanfest, on the first day, Nemisis was shown as part of the VR Lab which included other tech demos from CCP's Atlanta, Newcastle and Shanghai studios. There was also some Oculas stuff being shown as well. This is all part of CCP's R&D and part of their switch to VR as they are massive fans of it.
So of course Project Nemesis was immediately blamed by some that choose to look for drama where there is none for the no show of Legion, Dust on PS4 or PC, etc etc....
So that night I was at the charity meal and chating to Hilmar and Rattati and brought up the latest speculation from the forums as to the displacement of resources that Project Nemesis had caused.
Hilmar started to laugh a bit and just said 'it's just three guys messing with a mobile Dev kit on their lunch break! That's the sum amount of time being spent on it so far. What its cost us, I could fund with the money in my wallet right now.' This was also the same conversation that he told us that Dust was now profitable and I told him he should say that. So he did in an interview with Polygon the next day.
Nemisis was shown in rough form, like EVE VR was two years previously, and extensive feedback was asked for it from all the attendees that tried it. There were mounted iPad set up by each tech demo with a questionnaire for people to fill in, including Nemesis.
Now, I'm not telling you to not go digging for every little factoid from linkdin, Chinese websites and what not, that's completely up to you guys. But the theories and speculation these tend to generate is precisely why CCP don't like saying anything speculative until, they know with 100% certainty it's going to happen.
As an example and right now I say to you, this not confirmation of anything that is going on, spoken about or discussed but if any of the Dev's saidas an example we could look at possibly having a port to Linex for Dust, there are many, far too many on these forums for whom possibly means DEFINITELY.
And once it's their head its happening then all hell breaks loose when it doesn't.
And it's because of this kind of thing that's makes the Dev's not want to say or promise anything that know they might not happen for any reason.
Is CCP working on other stuff we don't know about? Almost certainly. But so is, Bethesda, EA, Naughty Dog, Sony, Microsoft and so on.
Now, someone will likely twist what I've just said into some convoluted way of confirming Half Life 3 or something. Doesn't mean they'll be right or even close.
And I'll just end on this one point. Since being on the CPM I've heard many things said in speculation but spoken as if they are facts on theses forums, blogs and podcasts. I can tell, hand on heart that about 95% is completed BS. The remaining 5% might stray close to the truth but the only thing someone has hit right on the nail is what Warlords name might be.

Honestly, I don't think anyone here cares or gives a **** about Nemesis, how much funding it's getting, or how much is being pulled from Dust 514 to make it. I think the only thing that the community cares about, by and large, is what is going to happen five years from now and whether or not we're playing a game that is effectively dead in the water.
Yeah, we get it, CCP doesn't like to communicate. Don't get me wrong, we -TOTALLY- get that and being told "we don't want to talk because #speculation" is a broken record at this point. CCP withdrawing completely is nothing new but that doesn't make the community any less frustrated and it doesn't make the silent treatment any less destructive. No-one likes to be on the receiving end of that and we all know what it is like in some form or another, so it is absolutely confounding as to why CCP pulls that card. Even despite the fact that the community has said, time and time again, that we want better communication.
And while we can't make CCP come out and start actually talking (despite frequent and repeated statements to the press that they love talking to us) we can certainly remind them that, yeah, what you're doing? Ain't privy. It sucks. It hurts the loyal fanbase and in the grand scheme of things the only thing it is really going to accomplish is making the sting that much worse.

CCP talk to the community all the time. The discussion archive is full of closed down threads about elements of PC, weapon balance, progression and many more subjects have been raised and discussed with you all.
We have a roadmap, trello boards and a senior producer that stalks these forums near 24/7.
To say CCP are uncommunitive is a fallacy.
However on this one issue they keep their cards close to their chest, the reason being that the one time they did talk about the future of Dust it was an unmitigated disaster. One of their own making of course and one they very much want to avoid doing again.
That disaster is the reason why this years Fanfest was so low key this year with nothing shown or announced that CCP weren't confident would be out by the next Fanfest. Hilmar himself said that Legion should never have been announced in such an early state of development. Too much expectation placed upon a project not nearly ready enough to shoulder the weight of that expectation.
Nemesis is different because it was a tech demo that they wanted feedback on with no plans to release it unless the feedback from those trying it was positive. The feedback was more constructive than overwhelming positive, which they were grateful for. What's its current status? Not a clue. It's not dust related so the CPM aren't kept in the loop on that. Personally I think it deserves more resources because I think it could be a successful product but that's not my call.
So on this one issue, a massively important one to the community to be sure but still, the only one, CCP will not say anything until it's a locked on certainty. They disappointed the community once before and have no wish or desire to needlessly do so again.
And that is really all there is to it. It's frustrating I know, believe me I know. But to say based on this one, like I said important instance that CCP are uncommunitive is just wrong.

I respect the hell out of you Dennie, I like you. Yes, saying "CCP never talks" is a fallacy but the biggest thing they are silent on is "will our game still be here in two months? A year?" We don't need much:
"We screwed up hard in 2014. Legion/DUST is still in development. We just have nothing to say at this time. We will lef you know if that ever changes." Yes, they need to repeat that.
Remember that it is all fear. "They announced Nemesis because they wanted to test the waters." They did that with Legion, basically testing the waters by giving DUST an anchor to swim with. Fear, remember. "Oh crap! CCP saw that we hated Legion (actually how it was announced), so no more DUST?"
Thanks for posting here mate. I am sure you are frustrated as well, I certainly know that at least another CPM is.

Dont care about CCP cause im gonna make the move over to the PS4 in about 2 months. And i certainly wont look back to the PS3 only because CCP hasnt ported the game over to next gen. The thing is Dust could be one of the very few online FPS games besides planetside 2 on the PS4 that wont require Playstation Plus. Another good reason would be that coding games for the PS4 will be significantly easier then coding on the PS3 due to the fact that the PS4 has the same architecture like a normal PC.

Actually coding for the PS4 first then porting it to PC is more difficult than the other way round. The Eve Valkyrie Dev's confirmed that at Fanfest this year.
It'll be wise to listen to them as they're actually publicly confirmed as coding for both formats.

I was referring difficulty on coding between PS3 and PS4, on the PS4 its easier to do then on the PS3. And every half decent developer can code for PC so thats not a issue. In theory you could port a PC game to the PS4 and Xbox One with very little effort.

Kevall, the silent treatment is destructive.
You can communicate all you want about DUST, which is basically a dying project (Player counts drop and drop) on a dying platform. What we ACTUALLY want is some information about the future of DUST, is it coming to PS4? PC? Is it going to be similar to DUST or completely different?
Heck, we don't even know if it's HAPPENING AT ALL.
Like, seriously, we don't know. CCP was dead silent for over a year about the project and for all we know it's completely dead and all that's left is 5 people working on DUST 514. (Exaggeration)
If you don't want people to speculate, then START TALKING and don't bullshit us around. Speculation exists to fill holes, and BOY do we have holes to fill.
The fact that people in the CPM even support this silent treatment tells me you are completely out of touch with the community.

Point out please where I've exactly said I support the silent treatment? Putting words into my mouth or making an inference about what I 'mean to say' is precisely the reason they choose not to talk about the very thing we all want them to talk about.
I want them to talk. I want it a lot. So please don't presume to know what I think. I can understand their position without subscribing to it.
But ultimately, it's their decision. The CPM can and do continue to advise that some sort of mission statement is advisable but that is the limit of our role in this matter.

Many players just go by what we read here in the forums. CCP is silent and when CPM is asked about why they reply something about not wanting to over promise, under deliver or how we might create unrealistic expectations.
All that sounds like to us is CPM condoning the silence.

Sorry, got too used to talking to Soraya. He's not the best at this.
I just think that CCP should see ZERO support and understanding for the silence from any front, players or CPM. They should be constantly reminded that everybody hates it, and they're not doing themselves any favors with it.
Not knowing about the game's future is just killing player counts, and I know that because I know far too many players who left simply because they don't want to invest time in what is a dying project with no future.

It's a good job you and Ripley said something in reply to me here on thread. I was in the middle of writing an epic rebuttal to the pair of you in the Biomassed Skype channel, that frankly would've had you both running home to mummy.
Please don't say I'm saying something in the future when its clear on a simple reread that I haven't.
CCP knows there is no support from the community or the CPM for the silent treatment. They are in no doubt of that believe me. But right now I think they'd rather soak up community frustrations with no announcement till there's something to announce than deal with disappointing the community with an announcement that they later can't keep.
The CPM make occasional reference to the lack of info but both sides know the others position well enough on this one issue so theres no point wasting energy and time discussing it when theres plenty of other things we can be talking about that will effect the game in the immediate future.
As to the mention of the player count going down, not going to deny it. But looking at Eve-offline.net doesn't tell the full story as Chribba would be the first to tell you.
It's not as a result of veterans and older players leaving the game, though some do (but often log on a couple of hours each month) its more a lack of newer players trying the game as the sales of PS3 start to diminish. The uptake of the PS4 has surprised the whole industry, not least of all Sony who were kinda expecting the PS3 to have the same longevity that the PS2 had when the newer console came out.
I've just done my first cull of inactive players of D-UNI for nearly 9 months, a total of 260 members were removed leaving some 330ish. Nearly half of those still in the Uni at this point have been in it non stop for over a year and half of that number for two years or more. Over the nine months of not having a cull by the way some 500 members passed through the Uni going to other corps.
So from my point of view I'd have to say it's the veterans that are sticking around rather than leaving.

But looking at the various corps I've ever been in, and the people I kept in contact with from all around DUST, it paints a rather grim picture.
People who stuck around since as far back as Mordu's Trials are leaving. Many reasons are given, but for the most part they can be boiled down to no clear future for the game, and the infuriating silence.
Most of them still love DUST, but they lost the passion for it when the devs just refuse to talk about what's going to happen to it. And you need boundless amounts of passion to keep playing a game like DUST when other, frankly better, options exist.
