I'm no CCP Logibro but some folks hate looking though spreadsheets.
Hotfix Notes - Uprising 1.8 Hotfix Delta Deployed on: Wednesday 24 September
No skill point refund will be granted with this hotfix
Turrets All small turrets 30% isk cost reduction
All small turrets had their fitting requirements reduced by 15% CPU and 15% PG
Small Blaster Turrets now have 0.5 splash, 25% increased rotation speed, range increased to 120 from 100, increased magazine from 150 to 200, and increased ammo from 600 to 1200
Small Rail Turrets splash damage removed and rate of fire reduced from 120 to 92.
Large Missile Turret damage profile adjusted to +15% against armor and -15% to shield from the previous +35% armor and -30% shields.
Large Blaster Turret splash damage removed.
Large Rail Gun Turret splash damage removed and damage profile flipped to +10% against armor and -10% to shields from the previous -10% against armor and +10% to sheilds.
New Player Experience New Players will start with the following skills
-Dropsuit Upgrades Level 1 and Level 2 -Dropsuit Shield Upgrades Level 1 -Dropsuit Armor Upgrades Level 1 -Dropsuit Core Upgrades Level 1 -Dropsuit Electronics Level 1 -Dropsuits Engineering Level 1 -Weaponry Level 1 -Dropsuit Command Level 1 Militia Starter Suit Fit "Sniper" had its sidearm changed to Submachine Gun
Militia Starter Suit Fit "Front Line" had its sidearm changed to their racial sidearms.
Militia Starter Suit Fit "Medi" had its sidearm changed to Magsec SMG
Academy Length has been doubled
Starking Isk reduced to 25,000 isk.
New Special Issued pre-fitted suits are now assigned to new players to preview various roles.
New players will also be assigned with starting boosters.
Weapon Profiles All projectile weapon profile damage adjusted to +15% armor damage and -15% shield damage from +10% armor damage and -5% shield damage
Dropsuits Minmatar Medium Basic HP increased from 150 Shield and 135 armor to 160 shields and 140 armor.
Minmatar Medium Assault HP increased from 200 Shield and 185 armor to 210 shields and 190 armor.
Minmatar Heavy Commando HP increased from 300 Shield and 260 armor to 330 shields and 290 armor.
Minmatar Heavy Basic HP increased from 390 Shield and 370 armor to 410 shields and 390 armor.
Minmatar Sentinel HP increased from 390 Shield and 435 armor to 410 shields and 4600 armor.
Modules All Shield Regulators, Rechargers, and Energizers had their CPU needs reduced by 15%
Afterburner Cooldowns adjusted to 45 second / 40 Seconds / 35 Seconds at STD / ADV / PRO
Fuel Injectors Cooldowns adjusted to 45 second / 40 Seconds / 35 Seconds at STD / ADV / PRO
Mobile Clone Reactivation Units (MCRU) fitting costs reduced to 100 PG and and 15 CPU from 160 PG and 20 CPU
Vehicles All Assault Dropship prices reduced from 323,000 isk to 200,000 isk
All Grimsnes class dropships HP increased to 1200 shields and 3425 armor from 1000 shields and 2625 armor.
All Myron class dropships HP increased to 2520 shields and 1265 armor from 1720 shields and 1065 armor.
Installations [*] Supply Depot resupply range increased to 26 meters from 16 meters.

Handheld Weapons Nova Knife Fitting Optimization Skill added, reducing the PG knives require when trained
Burst HMG Damage per bullet reduced by 10%, heat increased from 2.5x to 3x in comparison to standard HMGs, Increased maximum and minimal dispersion levels per shot from 0.14 to 0.1 thus reducing accuracy.
Added Militia HMG
Plasma Cannon Projectile Speed increased to 6500 from 4050
Swarm Launchers Missile top speed was increased to 65 from 50 and acceleration increased to 1200 from 1000 and adjusted max rotation of the missiles to 80 which is down from 90 making them less agile.
All Flaylock Pistol and Variants had their projectile speed increased.
All Flaylock Pistol and Variants had their range increased to 52m up from 50m.

They have always been that way; the most I can probably fight for is +1 or losing out a lot on ammo count ; specialists should have non-output drawbacks for reduced fit cost.
The isk prices also needs to be adjusted for all of them now that these drawbacks are getting put in.
Either way stuff for feedback keep em comming well see what we can do for echo.

Hey IWS just to let you know, CCP inadvertently reduced the Assault Scrambler to 600RPM the same as the Regular Charged shot scrambler.
Obviously a small oversight but if you could tell them that would be great for the few guys out there that use the Assault Scrambler.

Let us know when you'd be advocating to change all of these to something else again...
Someone would start crying soon enough and then all these things Would change again and then everyone would get 2-3 mil Free SP to keep their mouths shut... Some policy... Please remove the "Triangle" Button which shows the description part of each item, suit, vehicle and weapon and simply put "Soon tm" It made more sense...

I wish I could but they're really weird numbers. They're nearly as bad as the zoom numbers you see for sniper rifles.

I agree, vague bars are a much better way of telling how a weapon will perform... balance happens, get over it... now... balance done poorly also happens, but that's how life is... people **** up... but if life doesn't change that sounds quite boring as well...

The overall idea is to correlate the role and accuracies between weapons.
So AR and CR would favor hipfire over ads so the kick and dispersion and kick and accuracy are adjusted to help give each one their little pocket. Inversely the SCR and RR favor ADS over hipfire.
Now you adjust the kick, dispersion, and recoil between the 4 and you get four unique profiles that have their functional niches.
Similar accuracy adjustments where given to the sidearms as well.

As an ADS pilot, I can tell no distinguishable difference between the performance of the blaster before or after delta besides the ammo count which is a godsend, and the range buff which is kind of nice i guess. The splash adds no tangible benefit in it's current form.

I wish I could but they're really weird numbers. They're nearly as bad as the zoom numbers you see for sniper rifles.

AR - tiny hipfire kick reduction - OVERALL SMALL BUFF BrAR - 14% dam buff, zoom dispersion reduction - OVERALL LARGE BUFF BuAR - 2% dam buff, tiny hipfire kick reduction - OVERALL MEDIUM BUFF Tac AR - RoF buff, hipfire kick reduction, hipfire dispersion decrease - OVERALL MEDIUM BUFF (large buff for turbo users) CR - damage profile nerf - OVERALL MEDIUM NERF ACR - 4% dam buff, dispersion increase, damage profile nerf - OVERALL MEDIUM NERF RR - hipfire kick increase - OVERALL MEDIUM NERF ARR - NO CHANGE ScR - RoF nerf, tiny hipfire kick increase - OVERALL SMALL NERF (medium nerf for turbo users) AScR - NO CHANGE

It seems the 'Templar' and 'Dren' Scrambler Pistols missed the CPU/PG adjustment. They're still at their old 11/2. If I don't bring it up now, eventually someone will decry it as "Pay to Win". |

I'll bring it up then again; specialists losing half a mag is a bit unfair its usually a shot at most for the majority of weapons that have such variants. but it generally hasn't gone up and over or close to 50%.
Another thing I will try to push forward is the isk cost balancing now that most of the variants of specialist equipment do feature a drawback of sorts. The need to keep nerfed variants more expensive is a poor justification. On modules with no drawbacks I can understand the need.

I think you have a typo because forge gun splash should of increased.

As a profiliant forge sniper, I never needed the splash to kill anything ever and just about every other forge sniper has told me this.

That's not how the gun was used in Closed and Open beta, Great weapon for clearing equipment and groups of troops. I detest with every ounce of my being that people like you think a gun with that much force and impact should do little to no splash damage at all.
Months ago your attitude about the forge was no better than it is today. As much work you do as second term CPM little things like this makes me double guess your calls as player representation.
I respect what you do but the forge was balanced back when team view was removed. I stand by the ROF and Splash need to be rolled back a tad bit.
Most of the true forge gunners moved on from the game when the animation was changed to the ball of energy instead of the jet trails. It's now a far different gun and if you were going to make a change in the positive the return of the zoom will be a welcomed feature. At least the gun will have something interesting returned. This gun has seen nothing but major nerfs over its lifetime and I'm sick of it.

Stop abusing it for the wrong reasons then; primary function is AV still. Also get better with forge sniping its stupid easy to wipe out swathes of nests with the forge provided you have the ammo for it.
And if you are really needing that splash there is the assault variant still

Slight problem with this method. Most guns that fire this are exotic enough of a fingerprint as well as the tools required to make the rounds as well; one warrent of your tool making room and its over.

Very nice thread. IWS and Rattati, did the Scrambler heat build up become damage per shot? LordSmash and I were running testing today, and he noticed a significant lessening in his shots, but he didn't mind.

Is this an oversite? As intended. Minlogi HP scaled correctly relative to other logis, other min suits did not relative to their non-min counterparts so were buffed. Then can I haz 2 more PG on the Min Logi Advanced suit? That would help make a sweet budget fit.
