It would mean you're visible sooner. So no change in effectiveness except where the attacker is decloaking in front of the victim.

Are both of these stated correctly?
Gal scouts get both radius and scan precision of 1%? Not 1% range and 3% profile? Cal scouts get 3% radius and precision to 3%. Not 3% range and 5% profile?

The Caldari Scout suit skill, when trained to level 5, grants a 15% bonus to scan precision and radius, while the Gallente Scout suit skill, when trained to level 5, grants a 5% bonus to scan signature and radius?!?!?!

All I can say is that you all phucked up royally. In case you didn't hear, which apparently you didn't, the problem with scouts was due to CLOAK ABUSE, which itself is due to your stupid phucking design. If you had fixed the decloak-to-pewpew issue (ie, increased it noticeably, you know, so people would play and say, "Holy sh!t, decloaking is fixed!") and removed the precision dampening bonus they granted, everything would have been fine. Based on your stupid spreadsheet, it would appear the decloak animation is proposed to be decreased, from .5 seconds to .3. Or, to bring the Cal vs. Gal scout suits in line, you could have matched the performance of PEs and PDs. But no:

EDIT NUMERO DOS: I'd also like to point out how decreasing the fitting requirements of (most) plates, while significantly increasing the performance of armor reppers, pretty much precludes the use of reactive plates. Derp.
I'd also like to point out that penalizing scouts for using armor plates would have been better accomplished by giving plates a penalty to profile signature. This way, scouts that wanted to run frontline would be more noticeable to others on the frontline, while mediums and heavies would remain unaffected, as signature profile means d!ck to them anyway.
Way to think outside the box. I really want to say how absolutely phucking ret@rded I think you all are, but I'd hate to break the forum rules. So, I won't say that. I'll just let you know that I'd like to. |

This Hotfix as a whole really represents a pretty profound shift in the way developer/gamer interaction has worked up until this point. I'd seriously like to commend you guys for making these changes and responding to the community in this way. As a closed beta vet it really feels like a 180 from the old days of this game.
Here's to the inevitable Hotfix Beta!
(While we're addressing low hanging fruit, any chance of changing the means of restocking from the way it is now (everything gets restocked regardless of how many of each individual item you have) to the way it was in closed beta (restocking to X number would only restock the specific items that didn't meet that threshold, much more ISK efficient and far less waste) just throwing it out there.)

How about you slow down and think before sperging out....
Decreasing the animation time is not the same as decreasing the delay to shoot. The animation should now finish faster than before making you visible from cloak faster than before. The time before being able to shoot remains the same. ie visible before being shot.
This isn't a complete fix (like logibro said) but it does at least help the current situation. The next fix should include some small increase in the delay to shoot from cloak. (perhaps 0.5 sec increase, any more and will be too noticeable)
TL;DR Chill out and learn to read/understand. |

Either it gets removed, or new bonuses are introduced for the other equipment skills. As it is right now, nanohives that currently cost 88 cpu only take up about 46ish
It appears shayz should be hired by CCP or atleast paid a commission or finders fee. Something for doing their job for them. |

Wrong.
The purpose of this is to make people visible when they are shooting you. Cloaked scouts have been firing twice before they even become visible. If they increase it they would have even more time to shoot while cloaked and no one would see them. They could change to the weapon, fire a shotgut 4 times, and then cloak again. You'd never see them. |

Ummm the CR is a truly dominant weapon and vastly out powers the other light weapons at almost every range, thus it's 2% damage reduction. The AR on the other hand has sucked since the RR and CR came out, so much so that it needed some serious love. The 3% boost to damage that it got was a bit meager but might make it somewhat useful again.
All this info was in the google doc if you bothered to look.

Hi, I haven't included my opinion in any of these discussions yet because i'm sure i'm just a drop in the ocean but, since the cloak has been introduced i've been dissappointed. why hasn't there been an active scanner produced which can detect a cloaked enemy? if i were developing cloak tech. i'd be sure to develop protection from it aswell. am i alone in this? |

Not like I care, but some people probably do. I can confirm that the Caldari Anti-Armor Starter Fit is no longer valid. The PG requirement is too much for what the suit has equipped.
I mean, it's not that big of a deal overall because it's not like the Starter Fit anti-armor can really contribute to a battle. But for newcomers, it's kind of a weird situation. o_O\\
Oh well. If I need to, I just spam the starter fit medic. |
