The Caldari Scout suit skill, when trained to level 5, grants a 15% bonus to scan precision and radius, while the Gallente Scout suit skill, when trained to level 5, grants a 5% bonus to scan signature and radius?!?!?!
EDIT: My bad, your post disagrees with your spreadsheet. So I guess there's still hope. Then again, CCP doesn't seem to have heard of proofreading...
All I can say is that you all phucked up royally. In case you didn't hear, which apparently you didn't, the problem with scouts was due to CLOAK ABUSE, which itself is due to your stupid phucking design. If you had fixed the decloak-to-pewpew issue (ie, increased it noticeably, you know, so people would play and say, "Holy sh!t, decloaking is fixed!") and removed the precision dampening bonus they granted, everything would have been fine. Based on your stupid spreadsheet, it would appear the decloak animation is proposed to be decreased, from .5 seconds to .3. Or, to bring the Cal vs. Gal scout suits in line, you could have matched the performance of PEs and PDs. But no:

EDIT NUMERO DOS: I'd also like to point out how decreasing the fitting requirements of (most) plates, while significantly increasing the performance of armor reppers, pretty much precludes the use of reactive plates. Derp.
I'd also like to point out that penalizing scouts for using armor plates would have been better accomplished by giving plates a penalty to profile signature. This way, scouts that wanted to run frontline would be more noticeable to others on the frontline, while mediums and heavies would remain unaffected, as signature profile means d!ck to them anyway.
