Actually it's very simple The nitro for high slot is the microwarpdrive of dust. Armor tank zips in and brawls.
Shield s aren't weighed down and have stronger caps for shields so they move faster but aren't as good up close. They try to keep distance.

And those fits are quite silly. The only way I see you getting past that is with Winmatar ships (Caldari ships are silly for CQ), and even then, you better be able to fly well.
