Until this game gets put on PS4,nothing will change to make the gameplay experience any better. I agree UE3 isn't the problem, not sure why so many people think it is. Unreal 3 in particular ran like butt at release because it was unfinished, but the moment they released their patch that game was smooth as butter on my PS3 and my PC. It's a shame they let the title die at release because of a rushed release. I'm told by programmer friends that the engine tends to make things quite easy for artists, but harder on everyone else, which might explain some of this issue in other games. It's not the engine's fault the developers don't know how to use it. Either way, Unreal Engine 4 is looking amazing, and I can't wait to see what people do with it.
Both are the problem.
When CCP dreamed up Dust, they did so on the assumption of using their Carbon Engine. An engine that's far more powerful then UE3. So when they found out the carbon engine melted PS3's, many of their ideas became null and void.
Since they could't use the Carbon engine, they had to find another one, and quickly. One of the most widely used engine that CCP could easily get their hands on, the UE3.
As you so elegantly said "It's not the engines fault the developers don't know how to use it" hit the nail on the head. They have never used the UE3, ever. Why would they when they have a much more powerful engine they built themselves, and know every nook and cranny to squeeze out as much potential as possible? They had to take all the coding they already created, and recode it on an engine they have no idea how to use. This is the end result 2 years later. They are still learning how to use the engine.
The PS3 itself is to blame as well, for many of the ideas CCP has for Dust, the PS3 simply can't handle, no matter the engine. One example is their concept of a Dust player boarding a titan in the EVE universe and sabotaging it. It simply can't happen on the PS3 due to hardware limitations.
Both are to blame, And Dust 514 will never become the potential CCP has been showcasing us at fanfests as long as it remains on the PS3. My guess is CCP is just trying to squeeze as much money out of the PS3 as they can while they wait for a larger PS4 playerbase, to once again attempt to create the game we want them to make, when they have more sensible ideas on how to balance their idea's in a competative enviornment a few years down the road. And it will most definitely be the Carbon engine that they use, there's no reason to use anything else.

And V-sync=OFF, as a temporary fix to the low framerate. OR at least give us the options to tweak these settings ourselves.

I think the punchline is that Unreal 3 can produce good results with an experienced developer capable of and willing to make extensive modifications to the base package, not relying overmuch on precanned tools, and also that the PS3 can deliver good performance with it's cell processor architecture and powerful-but-almost-obsolete vector processors, again requireing considerable experience on that specific architecture.
I think CCP is in the process of gaining that experience - the hard way ;)
I don't think it was a bad decision to go the UR3/PS3/SONY route, but i do think it was a descision that entailled a hell of a lot of hard technical work on a unique platform, a significant portion of which will not translate to whatever the new platform ends up being.
But SONY has been a great partner for CCP, so we prolly are breaking even on the time invested.
I support SP rollover.

It may not have been the best choice, but it is certainly the only logical choice, no other engine has the flexibility to allow this game to work. Despite the engines glaring shortcomings it is still incredibly coveted.

Just with some talk on this thread about dropping PS3 and going to PS4, I would be really irritated if that happened any sooner than about 2 years. I bought a PS3 basically for DUST about 2 months ago. (Other things factored in, like PS4 dropping backwards compatibility and having some weird streaming service.)

I was at fanfest that year in 2009... we where playing DUST then against each other on the carbon engine...

Optimizing that engine for the Future of CCP? would of made alot more sense then paying 25% royalties for every $10,000 in revenues....
Ue3 is wildly known by the FPS community as a Cheap bargain engine that doesn't perform to well for the new generation of shooters. And worse the Ue3 is wildly considered a terrible engine for FPS games today.
For something your paying 25% of DUSTS revenue for to use? for over a year... CCP would of been better to optimize their engine for a year without releasing the title for the future of all CCP, including WoD which will be running on it and what the Engine was originally written for.
We have such a shell of what was offered and promised 6 years ago.... DUST has had the same development time and more then Planetside 2... Yes CCP isn't gonna staff a project like SoE... but do we even have half of what ps2 offers without DUST being half fast connected to EVE?
This game has stagnated on this engine... Worse so we have REMOVED more items then we have added... GG progress?

Cheap because you can get a basic development license for 100 bux, Until you launch it.. then its 1 million for the License or 25% royalties per 10,000.. .
