I appreciate your contribution, however, as you stated those suggestions were submitted prematurely. You already submit two that day at 08:07 EVE time. The next set was applied 10:15 EVE time. The rules stand on this matter.
You are welcome to submit two today for your two tickets. It's currently 2014.01.11 15:27 EVE time.

Clone 188 mkIX has been removed from the lottery and refunded his 15 Million ISK. The merc was found to belong to Chit Hoppened of Xer Cloud Consortium via the PSN information tag. In order to limit lottery rigging via alt Spam only 1 character per PSN account may submit a purchase of tickets. This information is now publicly tracked in the excel data book.
Chit Hoppened has also been docked 20 tickets without refund for this action.

I wouldn't bother even if interest slowed down, since your intention is to limit each player to 15m and would enforce said limit if you could, so it would essentially be cheating.

With the prizes I plan to run in the next lotto I intend to bump that figure down to at least 10 million ISK placing an even greater emphasis to complete bigger and bolder challenges. The next lotto will only begin when player trading opens allowing me to transfer of the things I have locked into assets.
As for the time being I am open to some degree of 'cheating' when I takes a large amount of persistence and creativity to pull off. I continue to fine tune this challenge based lottery with feedback to make the system relatively fair and open to all.

Either way I am not taking the management fee this round as it is being transferred to Castor Crave in return for rendering the code for the winner of the lotto. He may actually be able to recoup a tiddy profit if someone from a major corp breaks the bank to rig the lottery in their favor. 5% really adds up when you get into the billions.

Unfortunate news. Kane Spero will not be able to cover this lottery with his escrow services at this time. With the current demands of CPM for brokering the finer points of 1.8, he expressed he does not have the time.
