What logical reason could there be behind nerfing an already under preforming mod, without adding any kind of buff to counter it no less?

I don't think it's going to be that significant. It's only if your shields are fully depleted - if your shields are depleted as a minja, how often do you need an extra half second of recharge?
And it's only under-performing on scouts.

There is a buff to counteract it. Shield Regulators. You even get to put it in your low slots.
Cardiac Regulators are the counter to the drawback of Armor Plates. They compete for the same slot, and only affect run speed, not walk speed.
Shields are getting a very minor drawback, IMHO.

2: Cardiac regs do not increase speed they increase stamina.

It's a nerf to depleted recharge delay only.
It's also a nerf that only applies when you're stacking Shield Extenders, which Scouts usually aren't. If you are, you have more shields, which means less likely to end up depleting your shields and needing that depleted recharge. |

It's a mace made out of an Amarr helmet and a scrambler rifle for the basic minmaters melee weapon and flail for the ADV is made from an Amarr heavies arm holding a proximity mine to give it AV ability.
Hardest thing was to get the heavy to grip equipment. Their puny fat fingers just don't cut it.

I think they want people to explore the other modules and build new fits in order to gather data on its performance but it is also, seemingly, an insignificant change due to the mechanics in the context of the current battlefield environment. TTK is so low that the modules don't offer enough to offset this issue (unless you are in a city map, then they might be more useful).
I've explored energizers and regulators and they are so, so, so seemingly situational (the modules) that they would be better served as modules that can be activated rather than serving a static bonus. They're a waste of SP and a waste of a slot, especially for scouts. We are basically in an age of Burst Damage thanks to the nature of AR mechanics coupled with the power of complex damage mods (along with proficiency). The current map choices really limit the viability of utilizing different weapons and their optimal ranges in context with the scale of the maps seems..off. It doesn't seem balanced.
Why are people angry? Because shield feels broken, this doesn't seem to serve in improving the game in any way because there is the narrative that more players are using complex damage mods over shield extenders. They nerfed a mechanic that isn't utilized while feeling underpowered in its current and in doing so, continued to devalue the usefulness of the scout suit which, patch after patch, does not see any sort of development beyond the passive scan range increase. The range boost does not offer enough to return any sort of battlefield strength to the scout, since they're made of paper and do not have enough Ewar or stealth capability that actually matters.
Maybe they did it in preparation for 1.8 and need to collect the data now to help improve 1.8 but without explaining why they did it, it feels like a slap in the face for scouts and leaves other players baffled as to why it was necessary at all. |

Ohhh a damage mod on weapons based on profile would be nice ie those ARs ability to auto aim depends on the profile of the user. If you can't normally scan them no AA, it would make scouts more viable.

This probably hits scouts the least just because they don't usually stack a lot of Extenders. Gal scout is pretty much unaffected. A nice Nerf to the minja.
Just throw this onto the pile of changes that aren't meant to hurt the scout but somehow they get the shaft every time.

WTF YOU WAN ME TO RUN!? Edit: for the record, currently i run split damage mods, as trying to pure shield tank before was just suicide, caldaris could leave 1 slot empty and STILL have more shield than my proto, all 5 extenders.
Thus i run 2 complex extenders, 2 split complex damage mods, and either a recharger or another enhanced dmg mod.
Gotta chew through stacks of HP one way or another.

Scouts in general need buffs, not death by papercut nerfs. I will rally for every "Buff Scouts" thread I see.
But here's the thing, and please let me be clear:
SCOUT SUITS ARE NOT THE ONLY SUITS CAPABLE OF FITTING SHIELD EXTENDERS.
Can you acknowledge that? The module has needed a drawback since the creation of this game. It's been planned for a long time and CCP is getting to this incredibly late, but they got to it.
Also: we don't have stats on the severity of the drawback yet. We can judge whether the sky is actually falling once they are released.

Minmatar suits in general are taking a big hit from this but Matari scouts, the weakest suit in the game, are definately taking the biggest hit. Gallente scouts who rely on shields instead of reactive or ferroscale plates are going to be heavily effected too, but the entire Minmatar lineup is being crippled by this decision.

You are right, and the only saving grace is that it will "effect" scouts the least because we have the shortest delay already. 5% of small number is less than 5% of a big number.

Agreed, however in DUST a higher signature means you are guaranteed to be found by scans all the time and thus will never be able to sneak up on anyone.
