What logical reason could there be behind nerfing an already under preforming mod, without adding any kind of buff to counter it no less?
It could have been worse... It could have been a huge signature penalty like they do in EVE... just sayin. ;)

The Khumaak (literally "Hand of Maak") is a replica of an ancient Amarrian relic used 125 years ago by a Minmatar slave to kill his master, thereby sparking a revolt on Arzad II (also known as Starkman Prime). This revolt, while precipitating the almost total annihilation of the Starkmanir Minmatar tribe, has in historical retrospect come to be credited as one of the seminal events in the larger Minmatar uprising. The weapon itself is a three-foot rod with a spiked solar disc on the top, the design of the original relic believed to date back to the pre-Reclaiming era of Amarrian prophet Dano Geinok. It could have been worse... It could have been a huge signature penalty like they do in EVE... just sayin. ;) Cept that signature radius in dust 514 is not that as impactful as it is in eve, sig radius increases the amount of damage you eat in eve.
Agreed, however in DUST a higher signature means you are guaranteed to be found by scans all the time and thus will never be able to sneak up on anyone.
