The amarr scouts' bonus is useless since CCP has removed passive scans. As far as the best slayer scout: Caldari by a long shot. 453 shield with a 3 seconds delay, 50 regen a second...not to mention that it gets a dampening bonus and i can stack ...

i do not think the delay is 0.3 seconds i think it is 1.2 seconds long which is damn annoying when i am cloaked, run around a corner and meet an assault then have to wait a second to pull out my knives. Alot happens in a second!!!
