Maybe, you can help vehicles as well. Not intuitively, but with actual experience and dedication.

I'm gonna say don't get the MinScout, I've just respecced from Proto min scout with proto KN and it's not all that good IMO, the knives are quite buggy but I do know people who are good with them and they do really well.
I'd say Amarr Scout cos I don't know what that thing is supposed to do - it's basically an assault suit isn't it?

ADS is real fun when there isn't much AV around. Tanking is stressfull

I have an alt with ~26mil SP which is almost exclusively specced into vehicles. (Mainly Python, Gunnlogi, and large/small missile turrets.)
