No. It means you get +5 in the racial suit you've skilled into if you're wearing that racial suit. Eg: Caldari logi 5 in Caldari suit = +5 rep Caldari logi 5, Minmatar logi 3 in Minmatar suit = +3 rep (Caldari/other race bonuses are ignored)
