Last update to the discussion thread changed the assault Rof bonus for reduction to CPU + PG to weapons per level. Which was good. Rof effected too many weapons differently and increased TTK which is directly against what CCP is trying to do.

Revives are tricky. I always try to ensure another team mate moves up to take fire while I go for the revive but even then (and me using at least Adv needles) it sometimes isn't enough. It is a war zone after all. I'm not a miracle worker

Not really a nurf. They're changing all damage upgrades (both mods and proficiency) to effect the damage model of the weapon rather than the base damage. So lasers will tear shields better but not be more effective to armour and the reverse true ...
