Correct me if I'm wrong but CCP nerfed the time it takes to use your weapon when decloaking but buffed the decloaking animation, right? I'm sorry but that defeats the purpose. And it's evident because now players are shooting while still invisible...

I agree with the OP except one minor change. Reward 0/0 (K/D), 0 wps with 0 ISK and 0 sp. That way, even if you're bad and stupid but trying, you can still get rewards. But players will get an assist or hack the homepoint and then AFK. But still...
