I like the sentiment of this thread banning advanced gear is all very well but it doesn't go far enough... ban all gear and have naked weaponless mercs running about.
Better still remove the players all together and you have perfect balance.
Anyone getting annoyed by reading of the above post should consider the following.

Proto hasn't been run in pubs since CCP instituted a rolling character biomass on all toons that accrue more than 5 million SP.
Anyone coulda told you that Proto wasn't the problem, but nobody listens to reason until it's too late.
