I thought that initial 500k was including what was already spent based on our character type. We started with 500k, some actually spent in skills based on whether we chose Arbiter, archivist, etc and then had like 300k remaining.

It's the "local" region we happen to be in within New Eden. We can't change zones so it's really only important to Eve Pilots. I imagine we'll be able to change regions and be able to change "local" channels at some later point?
