As I understand it... MCRU is always on when there is a driver/pilot in the vehicle. If the vehicle is full, people spawn outside of it. I'd have to double check, but I don't think I've ever seen the MCRU as an option in the active modules wheel....

I concur with Zaaeed. By all means if there is a weapon you like, get it up to Adv and a few levels in supplementary skills so that killing people is easier. But suits and core skills take priority IMO over proto weapons.
