We make it easier for whatever side is fighting for the same faction. If yiu fight for the amarr the amarr faction pilots don't have to work as hard. We don't actually take the districts no. But we can flip the planets with help from eve.

10 is a good point reward not so much that it becomes broken but enough of a reward that it is worth it. You get 10 for giving people ammo to waist shooting at what they hope is a dood. But the scanner actually gives them a dood to shoot.
