I think it's just a game bug. It seems like the avatar is being rendered in a layer that is positioned in front of the fog. It doesn't look great, but I'm not sure whether it's actually intentional, just not to the degree it is at the minute.

You do know that Biotics exist that do this already?. There's also skills that increase stamina so I think this is a non-issue tbh. If your trying to increase the movement speed overall then there's little point in using the other suits.

Opening the map whilst in any vehicle can trigger this bug. I strongly suggest you just don't do it at the minute. Think yourself lucky that it wasn't a tank you were in ;)

I had noticed this too and seems off. I think it's the same for one of other vehicles or armour/shield skills too. You'd of thought the prices would be exactly the same tbh, but they're not.

Flux grenades knock out shields for a set amount of time on ground troops and do some nice damage to Shield tanks. Other than that I'm not sure what else they do. They used to one shot drivers out their LAV's, but I think that bug has been fixed.
