You get 15 % from proficiency, added with 18% from 2 DMG mods = 33% DMG it's the DMG mods along with proficiency that cause issue, I presumed we've all played Dust long enough to know this My apologies for not being specific in my OP

As I said, if CCP introduce variants then that fixes PLC AV - Breach , slow but hits really hard (2200DMG) - Assault, usually these are faster versions but I would make exception with PLC And have the Assault deal less direct hit DMG but causes ...
