You don't have -45. It takes a percentage off of the base value. So 2 25% reductions is not 50% but is infact 43.75%. Basically you can never hit 0. And if people are walking right by you then I'd say it's working and useful right?

Yea, those are fused locus grenades and so far only available in the mercenary pack. You get 50 and it's the only way to replenish them. Although cooking your regular locus grenades properly yields a similar effect.

That and the mouse controls are so loose and imprecise that it's more accurate to use the controller half of the time. I find it especially hard to aim turrets with the mouse. Most PC shooters have very crisp and quick response to mouse movement....
