Because minmatar suits fall apart as you sprint so the wearer needs to be skilled at repair (A fancy way of saying they routinely apply duct tape to their suits)

If you get to hold a charge of the knife when sprinting then I should be able to hold a charge of a Scrambler Rifle when sprinting. And yes, I am a scout. Idea: Make charge holding a feature of scouts.

Eh, I think it needs some recoil tweaks, increase it a little, have it kick in sooner, and don't reset it after letting go of the trigger for a fraction of a second. But that's just my two isklets.
