"Locked" status doesn't prevent attacks, NAV. "District locking" actually places them "Under Attack". I know our EU teams have been looking for more opponents. Maybe they'll hit you up sometime.

Suit type is irrelevant. It's almost solely caused by organized six-man squads being matched against solo noobs. CCP's terrible matchmaking often puts multiple full squads on just one side of the match.
