Simply put, if a Heavy isn't capable of wrecking ****, then it just isn't worth the SP and ISK investment. You don't see anyone complaining about the difference between a LAV and a HAV.

The heavy is a beginner friendly class, I can't argue that, but at higher skill levels heavies start to lose. The class is supposed to be easy to use, but it's hard to actually master it.

Don't call in a tank in a danger zone. Also, don't leave the tank once you're in it. You don't have to do anything besides drive the thing. Want to hack an objective? Give someone a ride and they can do it for you, stop trying to solo everything.
